Texas House Issues Arrest Warrants for Fleeing Democrats

The Texas House of Representatives voted 85-6 on August 4, 2025, to issue civil arrest warrants for 51 Democratic lawmakers who fled the state to block a GOP-led redistricting plan. The move, led by House Speaker Dustin Burrows, aims to force the return of absent members to achieve a quorum for voting on a congressional map that could flip five Democratic seats to Republicans. The lawmakers, now in Illinois, New York, and Massachusetts, left to prevent the map’s passage, which they call a racist gerrymander targeting Black and Latino voters.

Governor Greg Abbott escalated the standoff, ordering the Texas Department of Public Safety to locate and arrest the Democrats, though the warrants are unenforceable outside Texas. He also suggested potential bribery charges, alleging the lawmakers’ travel was funded illegally, a claim legal experts dismiss as baseless. The Democrats, led by caucus chair Gene Wu, remain defiant, vowing to stay away until the special session ends on August 19. They face $500 daily fines and threats of expulsion, though removing them requires a two-thirds vote.

This marks the second quorum break by Texas Democrats, following a 2021 walkout over voting restrictions. Republicans argue the lawmakers are shirking their duty, while Democrats, backed by figures like Illinois Governor J.B. Pritzker, frame their actions as a defense of voting rights. The escalating battle, fueled by President Trump’s push for GOP-friendly maps, underscores deep partisan divides over redistricting and electoral fairness.
