Court Clears Trump Administration to Cut Planned Parenthood’s Medicaid Funding

A federal appeals court has delivered a major victory to the Trump administration, allowing it to withhold Medicaid reimbursements from Planned Parenthood while legal challenges play out. On September 11, 2025, the First U.S. Circuit Court of Appeals in Boston lifted a preliminary injunction issued by U.S. District Judge Indira Talwani in July, which had blocked the funding cut. The ruling paves the way for implementing a provision in the “One Big Beautiful Bill Act,” a sweeping tax and spending package signed by President Donald Trump in July.

The law targets tax-exempt organizations that provide abortions and received over $800,000 in Medicaid funds in 2023, denying them reimbursements for one year. Planned Parenthood, which operates nearly 600 health centers nationwide, sued to halt the measure, arguing it unconstitutionally singles out abortion providers and disrupts non-abortion services like contraception, cancer screenings, and STD testing. The organization warned that the cuts could force up to 200 clinics to close, particularly in rural and underserved areas, affecting over 1.1 million low-income patients who rely on Medicaid.

Administration officials, including Health and Human Services Secretary Robert F. Kennedy Jr., hailed the decision as upholding taxpayer interests, stating that federal funds should not subsidize abortion services, which many Americans oppose on moral grounds. The Department of Justice argued the lower court overstepped by overriding Congress’s democratic judgment.

Planned Parenthood decried the ruling as a “backdoor abortion ban,” vowing to appeal to the Supreme Court. Affiliates in states like Massachusetts and Utah emphasized the devastating impact on essential care, with leaders like Dominique Lee asserting, “We will not back down.” The case highlights ongoing battles over reproductive rights, with Democrats accusing the policy of punishing women’s health access amid Trump’s broader conservative agenda.
